The government today announced new rules to regulate digital content and establish what it called a "soft play progressive institutional mechanism with level playing field", including a code of conduct and three-step grievance redress for news sites and OTT platforms The framework is included.

Social media giants will be required to appoint India-based compliance officers. If they delete the content, they have to notify the users, take down their posts and give them reasons to listen.
Social media sites must disclose the "first originator" of any mischievous message. "Who started the prank? You have to say," Mr. Prasad said, adding that it would apply for spreading the material for which the punishment is up to five years.

The oversight mechanism will include a committee with representatives from the ministries of Defense, External Affairs, Home, I&B, Law, IT and Women and Child Development. There will be "suo motu powers" to hear complaints on violations of the Code of Conduct, if it so desires.

The Government shall designate the post of a Joint Secretary or above officer as an "Authorized Officer" who may direct the blocking of material. If an appellate body believes that the material violates the law, it has the right to send the material to a government-controlled committee to block orders to be issued.

Self-classification for streaming services on content that is 13-plus, 16-plus or older for adults based on gender, violence, and nudity. A mechanism to ensure children do not use material approved for them.
Digital news media will follow the rules under Press Council of India. New websites have to be registered on the site of the Ministry of Information and Broadcasting.

Rule bar social media content that is defamatory, obscene, improvisational, racist, harmful to minors, threatens India's unity, integrity, defense, security or sovereignty and its relations with other countries. Social media sites have to remove or disable objectionable or illegal content within 36 hours of a notification or court order.

Companies have to appoint a complaints officer to receive, accept and resolve complaints within a month.
