Hidalgo was born on February 19, 1991, in Bogota, Colombia. Hidalgo attended Seven Lakes High School in Katy, Texas, until he graduated in 2013 with a degree in political science from Stanford University.

Hidalgo won the Omidyar Network Postgraduate Fellowship after graduating from Stanford in order to work for an international organization. She relocated to Thailand, where she worked for Internews Network, an international non-profit organization dedicated to training journalists and promoting press freedom.

Professional Career

Hidalgo stood for Harris County Judge in the 2018 elections. She faced incumbent Ed Emmett in the general election, despite running unopposed in the Democratic Party primary.

Hidalgo ran on a platform centered on flood management, criminal justice reform, and boosting local government’s transparency and accountability.

On November 6, she defeated Emmett and became the first woman and Latina elected to the position of Harris County Judge. A strong and diverse coalition of individuals and organizations led her to a 19,000-vote victory, which was considered a surprise and garnered global attention.

The election also shifted from Republicans to Democrats majority control of the Harris County Commissioners Court, which Hidalgo presides over.

Hidalgo has been praised with facilitating voting in Harris County during the 2020 Texas elections and boosting turnout among voters with lower propensities. By October 30, 2020 (the Thursday preceding election day), more votes will have been cast in Texas than in the entirety of the 2016 presidential election.

To prevent the extension of Interstate 45 through Houston, Hidalgo has launched a lawsuit against the Texas Department of Transportation.

Due to her participation, the federal government is investigating whether the proposed expansion, which could raise pollution and displace individuals, violates any environmental or civil rights regulations. Later, the County put the case on hold to negotiate with TxDOT.

Rice University’s Mark Jones stated, “This RFP was rigged from the beginning to go to Elevate Strategies in order to give political funds for Lina Hidalgo’s allies.” Hidalgo said, “All of you bring it! Bring it to the table! Because nothing exists here.” The county terminated the $11 million deal in the end.
