Nury Martinez Professional Career

Martinez was the Executive Director of the environmental justice organization Pacoima Beautiful before being elected to the San Fernando City Council in 2003 and 2007, where she also served as Mayor. She was elected to the Los Angeles Unified School District’s Board of Education in 2009, representing Board District 6.

Martinez was elected in a special election to the Los Angeles City Council on July 23, 2013, to replace Tony Cárdenas, who vacated his seat after being elected to the United States House of Representatives for California’s 29th congressional district. Martinez defeated former Assemblywoman Cindy Montaez in that election, and she defeated her again in a rematch in 2015, when she won her first full term.

Martinez was the only woman on the City Council for four years, until Councilwoman Monica Rodriguez was elected in July 2017, and she was the first Latina member in a quarter-century.Martinez, along with Councilmembers Curren Price and Mike Bonin, passed legislation in 2014 raising the minimum wage for employees at large hotels in Los Angeles to $15.37.

Martinez was one of six Councilmembers who led the successful campaign to raise the minimum wage in Los Angeles from $9 to $15 for all workers over a five-year period.Martinez has focused her efforts in her district and throughout the city on domestic violence and human trafficking. Martinez passed an ordinance in 2014 that temporarily barred strip clubs, massage parlors, and other types of adult businesses from obtaining city permits along four streets in her district in order to combat prostitution.

The Councilwoman led the formation of the Valley Bureau Human Trafficking Task Force in 2015, which targets the criminal enterprise behind prostitution and the “johns” who facilitate it, as well as providing services to those who are sexually exploited. The model was expanded to a second task force in South Los Angeles within three years.

Martinez designated the first city-sponsored shelters for victims of human trafficking in 2017 as part of an expansion of the city’s shelters for victims of domestic violence.Martinez backed a successful law authored by California State Senator Henry Stern in 2019 that clarified that local governments could pass local ordinances to prevent slavery or human trafficking and allow certain businesses and entities to post notices about resources available to victims of slavery and human trafficking.
