On October 26 as per reports, Putin made the proposal to NATO to  us and Russia had opted out of the limitation treaty accusing one another of breaches. While the treaty between the US and Russia may have fallen apart, Putin has vowed to not deploy the weapons listed within the treaty as long because the United Stated does deploy such weapons in Europe.

Vladimir Putin  said Russia is prepared to refrain from deploying 9M729 missiles within the European a part of the country, as long as NATO countries take reciprocal steps, excluding the deployment in Europe of weapons previously prohibited by the INF Treaty."While staying committed to the consistent position the 9M729 missile is fully conformity with the terminated INF Treaty, Russia nevertheless is ready to act within the spirit of goodwill and to refrain from deploying the 9M729 missiles in its European territory further on, but on the condition of reciprocal steps by the NATO countries, which can rule out the deployment in Europe of weapons that were outlawed under the INF Treaty," he stressed.

In a statement, Putin claimed that the US’s decision to tug out of the treaty "was a significant mistake that exacerbated the risks of a missile weapons race, growth of the confrontation potential and slide into uncontrolled escalation." Thus believing that in such a situation "vigorous efforts are needed to ease the shortage of trust, to strengthen regional and global stability", Putin offered NATO and US inspectors access to sites to make sure that the weapons that were previously banned under the treaty haven't been deployed in Europe.

Putin also added that allowing inspectors to conduct on-site inspections will significantly lower the danger of misunderstandings and disagreements. In exchange, Russia wishes for the US to permit its own experts to go to US missile defence facilities so as to make sure that the sites can't be adapted to deal with surface-to-surface missiles rather than interceptor missiles.
