Felicity gave Foley his breakthrough role as Noel Crane. On Scrubs, Foley played Elliot Reid’s boyfriend, Sean Kelly, and on Dawson’s Creek, he played Cliff.For his role in Scream 3, Foley was nominated for a Teen Choice Award for Choice Movie Villain. 

Foley directed one episode of Felicity and three episodes of Scandal in addition to acting. In addition, he starred as Sergeant First Class Bob Brown in the four-season run of the CBS military drama The Unit, and directed one episode. On House, he played a drug-addicted baseball pitcher. He also created and starred in the sitcom A.U.S.A.

Foley guest starred in three episodes of the ABC comedy Cougar Town. He agreed to play a businessman who is being shown houses by the show’s resident real estate agent, Jules, played by Courteney Cox, nine years after Scream 3. The characters of Foley and Cox began dating, but it was short-lived. Following her appearance on Shonda Rhimes’ Grey’s Anatomy, Foley appeared as Captain Jake Ballard in the second season of her hit show Scandal.
