Following his time at Garden City Community College, he selected to attend Oklahoma State University, where he made his NFL debut on August 30, 2014. His debut season ended in a loss to the Florida State Seminoles, with six receptions for 62 yards. He scored his first career touchdown against the Texas Tech Red Raiders on September 25, 2014, when he had three receptions for 50 yards, six rushing attempts for 39 yards, and three kick returns for a total of 62 yards.He then faced the Iowa State Cyclones, when he set a season record with 148 kick-return yards on five attempts.

Because of his domestic violence incident, Hill was expected to go undrafted in the 2016 NFL Draft. Hill was able to demonstrate his ability at West Alabama’s Pro Day despite not being invited to the NFL Combine. Scouts were mainly impressed with his speed and he received much praise for his workout. Many clubs had dropped Hill from their draught boards as a result of his workout, but his West Alabama head coach insisted that at least 20 teams were still interested in him.
